The Scientific Technical Review is an Open Access Journal.

The Scientific Technical Review does not charge any manuscript processing and/or publishing fees.

The submitted paper should not have been previously published elsewhere in the same or similar form and may not simultaneously be submitted to another journal for publication.

The author is the only one responsible for the contents, data reliability and all the statements in the paper.

Authors wishing to include figures or text passages that have already been published elsewhere are required to obtain permission from the copyright holder(s) and to include evidence that such permission has been granted when submitting their papers. Any material received without such evidence will be assumed to originate from the authors.

All manuscripts must be presented in native standard English.

It is the responsibility of each author to ensure that papers submitted to the Scientific Technical Review are written with ethical standards in mind and that they did not contain plagiarism. Any paper which shows obvious signs of plagiarism will be automatically rejected.

The corresponding (submitting) author is solely responsible for communicating with the Scientific Technical Review and for managing communication between co-authors. Before submission, the corresponding author ensures that all authors are included in author list, its order has been agreed by all authors, and that all authors are aware that the paper was submitted.

After acceptance, the proof is sent to the corresponding author, who deals with the Scientific Technical Review on the behalf of all co-authors. The corresponding author is responsible for the accuracy of all content in the proof, in particular that names of co-authors are present and correctly spelled, and that addresses and affiliations are current.

Authors are welcome to suggest suitable independent reviewers when they submit their manuscript, but these suggestions may not be used by the Scientific Technical Review.

The submitted papers are subject to a peer review process. Through the editorial communications with the author it may also assist the author in improving the paper.

The Scientific Technical Review Editorial Board works tirelessly to ensure that peer reviews are as timely and rigorous as possible. Average waiting time for a paper to be accepted after submission is no longer than 45 days.

The Scientific Technical Review Editorial Board takes comments/opinion of minimum two reviewers on a manuscript before making any decision.

The reviewers must not have conflict of interest with respect to the research, the authors and/or the funding sources for the research. All of the reviewers of a paper act independently and they are not aware of each other’s identities. If the decisions of the two reviewers are not the same (accept/reject), the editor may assign additional reviewers.

All the reviews of a paper remain anonymous to the author before, during and after the evaluation process.

Any manuscript received for review must be treated as confidential document.

The Editorial Board is responsible for deciding which articles submitted to the Scientific Technical Review will be published. The editor must hold no conflict of interest with regard to the articles he/she considers for publication.

Unpublished materials disclosed in a submitted manuscript must not be used in an editor’s own research without the immediate written consent of the author.
